A distinctive feature of Varna’s prime areas is their proximity of the sea and view of the city and the local lake. Former country house neighborhoods between Varna and the Golden Sands resort could be classified as premium - Trakata, Evksinograd, Kabakum, Briz neighborhoods, as well as the Sea Garden (Morska Gradina). A ban on construction has been set in these areas until the new City Master Plan comes into effect and solutions are found for their infrastructure problems.
The major issues of these territories are said to be chaotic development, high-rise buildings, infrastructure’s poor condition or the lack of it. The draft project of Varna’s new City Master Plan has allocated 657 ha of land for residential uses, which will have the following characteristics: 15% to 30 % construction densities and 70% to 40 % greenery. The plots are mostly farmland to the south, west and north directions. New residential areas are also projected to rise near the TV tower, in Vinitsa, Zvezditsa, Topoli and Konstantinovo. Prime residential developments are to occupy the former farmland below Galata, between the villages of Chernomorets and Borovets (southern areas), the territory of Konstantinovo village and above the Aladzha Monastery near the region of Perchemliyata (northern areas). The above mentioned territories boast perfect views and access to existing green areas. The legal requirements stipulate that investors should take care of certain territories and develop complete social and technical infrastructure. The rules makes provision for fewer floors, low level of construction density and development of at least 25% of green areas with public access.
