Eng. Daniela Stefanova is General Manager of PLH Invest, a company, which has interests in planning and management of real estate developments, part of the Planex Holding group. The firm was founded in 2004 with main activities in consultation and analysis of the real estate market, development of concepts for investments, design and construction of residential, industrial and administrative buildings and facilities, realization of investments in the real estate sector, property sales.
A luxury property must have not only good design, quality construction works and high-end furniture, but should also feature other elements like good location, availability of quality infrastructure with public services and utilities in the area; it should not be overdeveloped and should offer a package of compulsory and additional services etc. That is why it is suggested that the contract for property and facility management is obligatory and owners sign an interior order regulation, which they must observe and respect.
The availability of property management services is a vast advantage for both Bulgarian and foreign citizens. Often the offer of exactly this additional benefit is a reason for the purchase of a property.
For Bulgarians, this is an opportunity to save a lot of problems in administrative bodies. And for the foreigners who use their properties only once or twice a year the service is just obligatory as they have to cope not only with the language barrier but also with the Bulgarian legislation, the procedures for the declaration of properties, tax, insurance and other payments they had not been familiar with.
In the meantime the owners must be provided with full transparency of the whole management process. They should be informed for all past and future reservations, the realized incomes and the conducted expenses.
To simplify and rationalize the working process and for better organization and control of the quality of services in a premium complex it is advisable that the management and the maintenance of the scheme is performed by a single company. Otherwise, possible conflicts of interests could lower the quality of the service.
For the different services for the maintenance of the common areas the better option, despite being more expensive, is to outsource the separate types of activities to specialized subcontractors. For example, having a partner to maintain the pool, the green areas, the spa and other facilities is a way to achieve excellent quality of services.
