As a number of investment projects and interrelated procedures depend on local authorities, and large-scale projects need to be controlled by the state, I assume that there should be a better synchronization between the two bodies. In many cases we see mixed administrative functions on the part of municipalities and the state. Thus for example, environmental impact assessment procedures could be facilitated. Currently, this procedure is time-taking and in case of appeals it can further delay a project. It would be good to cut down the time limits for certain administrative bodies to issue documents and thus unburden investors.
Development of infrastructure is vital too. This is an obligation that municipalities and the state are responsible for. But municipalities not always have the required resources, so it would be good for public-private partnerships to participate in infrastructure projects. The legal framework in our country does not stipulate for these partnerships so it would be right to adopt a suitable law. There are municipalities that have regulations, but these regulations rest upon common decrees, which are not specific enough. The way public –private partnerships functions should be regulated, as well as the particular mechanisms that are needed.
