In order to handle the global financial crisis, the state can introduce measures to help control and stimulate mortgage lending. Currently, all banks pay annual installments at the bank deposits guarantee fund in accordance with their deposit basis and credits. But banks should owe money in accordance with the particular level of risk they are dealing with. In this way, those, which give credits to low or no risk clients will owe less money to the fund, and will respectively have more available resources for new loans.
Until recently, people spoke about facilitating access to mortgage loans for young families with children - an idea that deserves more attention.
Another step to be taken is to improve administrative services. The major issue is the outdated computer systems and lack of motivation for clerks. Higher fees for all documents issued could also be introduced – for example for express services. This would bring more revenues for municipalities as a number of people would prefer to pay more for faster service.
Anti-crisis measures initiated by the state would support investors in low-energy projects, for example: facilitation of administrative procedures, decrease or abolishment of building taxes and garbage taxes, maybe subsidies too, although the latter may mean more procedure issues.
In addition, the legal framework should include the maximum time limits for energy or water monopolists to provide the developer with a particular service during construction. Legally, another regulation should be introduced regarding the maximum deadline allowing a monopolist to buy back the engineering infrastructure built by the developer of a project.
